The ToolLibs.ini is stored under %allusersprofile%\tracetronic\ecu.test [VERSION]<version>. If the active user does not have write access to %allusersprofile%, the ToolLibs.ini is stored under %localappdata%. From within ecu.test you can also open the ToolLibs.ini with the shortcut Ctrl+F11.
